Planning Application: The Anchor Pub

UPDATE April 2018 – The Woking Borough Council planning committee have met and approved the development of the Anchor Pub, as outlined below (6 flats, 2 maisonettes, and a drinking establishment, with 8 parking bays in total). Two of our councillors were present for the meeting and posed no objections.

Developers have submitted a planning application to Woking Borough Council to develop the building on the corner of Lower Guildford road and the High Street. First, the Anchor Public House will close, the plans do include a café/restaurant/drinking establishment but as yet no details. There will be some parts of the building to be demolished and new two storey extensions to be added. The single storey storeroom that backs onto the Post office and adjoining garage to be demolished replaced with a two storey residential block. Similarly at the other end of the building, demolish single store building and build a two storey extension. If approved as well as a new café/restaurant/drinking establishment there would be 2 maisonettes plus 6 apartments. However there will be only 6 parking spaces for the café/restaurant/drinking establishment and only 2 parking bays for the 8 residential units. Planning Application: 1-3 High Street

FURTHER TO THE BELOW (Jan ’19): At the meeting on the 15th January, the application has been rejected, without a vote. It seems that everyone needs to go back to the drawing board on this one.

ANOTHER UPDATE (Jan ’19): Well now it appears that the plot thickens further!

The application detailed below was rejected by WBC planning department, due to “the site is on a prominent corner within Knaphill the applicant has not demonstrated that the size, layout, scale and amount of development would result in a satisfactory form of development appropriate for the site or that it would have a satisfactory impact on the character or appearance of the area.”

HOWEVER, despite this rejection, Councillor Debbie Harlow has requested to hear the full details at the next full planning committee meeting (on 15th January). This could mean they are considering overturning the recommendation from their own department. Details are to be found here using application reference PLAN/2018/0624.

FURTHER UPDATE (Sept 18): Woking Borough Council has finally validated and published the planning application for 1-3 High Street, PLAN/2018/0624, which was submitted in June. However there is currently there is very little detail on the Council’s website. The application calls for the erection of a three storey building comprising 3 x retail units at ground floor and 8 x self contained 1 bed flats at first and second floor with associated parking, landscaping, bin and cycle storage following the demolition of existing building. It would appear that there will be 7 parking bays for both the businesses and flats plus 2 disabled parking bays. Although exactly how this differs from the similar proposal that was rejected earlier in the year, is unclear!

UPDATE (Jan 18): Further to the original post below, we have now heard that the planning application (PLAN/2017/1036) for the demolition of 1-3 High Street has been refused. It appears to mostly have been rejected based on the high density dwellings per hectare in the area, and the report has also mentioned the poor public transport / parking situation. Undoubtedly the refusal will be appealed, but at the moment, it seems the developers will need to revise the current plan.

A planning application has been submitted from the owners of 1 – 3 High Street. This is the building that previously housed the pet shop, on the corner of Anchor Hill crossing. There is currently a computer repair shop on the ground floor and solicitors on the first and second floor. We believe the solicitors have only a short lease. The application  is to demolish the existing building and build a new three storey building comprising 3 retail units on the ground floor  and 8 self contained 1 bed units on the first and second floor. The planning application reference number is PLAN/2017/1036 and can be seen on the Council’s website.

The current building dates from the Victorian era and was originally the farm house for Highclere farm, but recent property additions have detracted from its original beauty. The plan is to have 9 parking bays, which for a building with 3 retail units as well as 8 residences, we strongly suggest this is inadequate. Another concern is with regards to the three retail units, there does not appear to be any access from the rear of the shops nor any serious storage space so they could be of limited value to many prospective businesses, particularly those requiring a stock room for example.

Woking Borough Street Lighting

As you’re probably aware, the street lights on side roads are switched off from midnight until 5am. From tonight (Friday 24th November 2017) those timings will be updated, and the street lighting will instead now be switched off between 1am and 5am.

This was decided, after a review of how it was working and with consideration of late night workers returning home.

All street lights on more main roads and routes, which currently remain on all night, will still stay on all night.

Bisley Ladies Choir

You will have seen on our calendar the forthcoming Christmas concert to be given by the Bisley Ladies Choir on Saturday 12th December at Knaphill Methodist Church.

As Knaphill does not at present have its own choir, we have gladly “adopted” Bisley’s, so thought you might like to know a little more about them.  They have been part of the community for more than 40 years, and are always on the lookout for new members.   The choir is always happy to entertain residents of care homes and other groups.

If you are interested in joining, they rehearse on Tuesdays at 7.45pm at the Knaphill Methodist Church.  There is no audition to join, it’s enough that you love singing!

Knaphill Magazine Autumn Issue

The latest issue of the Knaphill Magazine is here! Stand by your letterbox, because our diligent volunteers are out walking the streets to bring the Autumn issue of the fantastic KRA magazine direct to your door.

As well as all the usual news, gossip and sport, this issue takes a look back at the Knaphill Village Show, has a lovely article about the Knaphill Guides travelling the globe, contains an interview with Gillian Waine, the manager of the Vyne, and a glimpse into the Clothing & Linen Bank, as well as brand new sections for shoppers and families. Plus we sent out our undercover agent (and child) to check out all the pubs in the village to see how they fare (honestly, we work very hard on the KRA!).

But don’t worry if you don’t receive yours – you can pick one up from the post office, library, or a number of different high street establishments that kindly stock them for us. Or failing that, simply download your copy here.

Knaphill Road Changes – Joint Committee Update

At the Woking Joint Committee meeting on 20th September, they accepted the following recommendation:

  • To proceed with further works on the Broadway/Redding Way junction (next to the Vyne), including removal of the restriction and associated works to the car park.
  • To proceed with works on the Brookwood Crossroads with timings to coincide with adjacent development.
  • To proceed with the investigation of a further lane at the Bagshot/Redding Way junction (the junction by Sainsburys).

The proposals to introduce restrictions at the junctions of Broadway/Bagshot Road and Chobham Road/Bagshot Road have been dropped.

 

In the short debate that preceded the vote, the Committee concentrated on the proposed changes to the Broadway/Redding Way junction, also known as the Vyne spur road (the bit where the bollards are). Knaphill Residents Association, in their contribution to the debate, pointed out that this is a narrow road that is used by all local bus services and the spur road must be crossed by all those using the Vyne Community Centre and the doctor’s surgery. Given this conflict of users the KRA recommended that the proposed changes, to open the spur road to all vehicles, should be subject to an independent safety audit. The KRA added that given the amount of pedestrian traffic it is important that high quality pedestrian crossings are built into the plans. The County’s highways engineer, replying to the debate, stated that the proposed changes to the Vyne spur road and opening of the link between the Broadway and Redding Way to all vehicles would involve more work than originally thought. On the question of pedestrian crossing the road length would prohibit the construction of a lights controlled pedestrian crossing. Finally, the highways engineer stated that the plans would be subject to a safety audit and that the final plans would probably include a speed table. I am assuming that the authority will have to return to the Joint Committee with their final plans and costings. One County Councillor made it very clear that he was not prepared to sign a blank cheque and would be looking for a benefits v costing analysis.

Antisocial Behaviour in and around Knaphill…

If you experience antisocial behaviour you need to report it. Sadly due to funding we have lost our community officer and police patrols are few and far between. When we call 101 or the council these calls are logged. If any area is experiencing high levels of crime they will have to respond.

There are two options, call 101 or the council.

When should I use 101?

You should call 101 to report crime and other concerns that do not require an emergency response. For example, if:

Your car has been stolen
Your property has been damaged
You suspect drug use or dealing in your neighbourhood
Or to:
Give the police information about crime in your area
Speak to the police about a general enquiry

You should always call 999 when it is an emergency, such as when a crime is in progress, someone suspected of a crime is nearby, when there is danger to life or when violence is being used or threatened.

When should I call the council?

Environmental crime impacts on our communities and contributes to people’s fear of crime.
Types of environmental crime include: fly tipping, littering, graffiti and vandalism. All these acts are illegal, pollute the surroundings in which we live, cause harm to human health and can ruin the appearance of your village.

It’s really important to report anti-social behaviour whenever it occurs. All residents have a role to play, don’t put up with it – report it. The Council can and do prosecute offenders who commit these acts.
